Unfortunately the best way to get better is by practise. It looks like you're getting it, so just keep doing them whenever you get the chance.

Try holding yourself as long as possible, if you can't do that then swing yourself up high and try to lower yourself back down as slowly as possible. You could also get a spotter to help get you in position and then slowly reduce the assistance.

Yeah, the best, and pretty much only way of getting the flag is by practicing them. Doing what compeks said or you can try doing them with bend legs if that makes it easier for you. Also once you can do a flag you can practice moving it up and down and back into the straight out position. Or you can do "pullups" sideways while in the flag position.

You could cut off your legs.

Or strengthen the shoulder joint as well as the back with weight-training if you're weak.

Bending the legs at the knees or splitting them might help.

A spotter would be best.

those are flags..? i thought flags were fully body raises while supporting yourself only by your shoulders

Those are dragon flags. Also to practice flags, tuck your legs way in to your chest.
