I used to consider myself one. I bitched endlessly about how I couldn't gain any muscle. Lifting heavy for a full school year I went from about 125 to 140. I slacked for a couple of months, then got back into the gym after inquiring about a routine on this board.
Over three weeks of hard work, and copius amounts of eating I broke the mile stone I'd been striving for all year, 145lbs. As of this morning, I'm about 146. I've been taking pictures and measurements at the end of each week, making sure to maintain the same spot of measurements and the same lighting for the pictures, and I'm noticeably bigger.
Through less than objective deduction, I know I've gotten more powerful. As of this morning, my front flips (which were less than up to par the last time I attempted one three weeks ago) are higher, and it's not due to technique (which is kind of sad, really).
But seriously, if you want to gain mass or power, get your ass in the gym and work. And if you're going for mass, eat when you're out. Chances are that if you can't gain weight, you're not eating enough. I used almost entirely advice I've gotten from T-nation and from the forums here.
I'd also like to thank chicanerous for pointing me in the right direction with my current routine.
