Alright, I've tried everything from raised leg crunches, leg raises, 3-5inch leg raise holds, standard crunches and situps, NON of this is contracting my lower abs for shit. Any suggestions would be greatful. I'll try anything you throw at me. Thanks alot.

Have you tried weighing them down? Weighted leg raises can be a real killer, I do them in true Ricky Bruch style.

How do you know that they aren't contracting your lower abs?

Do some Janda situps, or dragon flags.
