Are these muscles part of the obliques? IMO the old strongmen seem to have an extremely devloped "v" in the lower abdominal region compared to today's body builders.

I've been using the bent press to work my obliques. Are there any other exercises that specifically target this area?
Yes, the lines on the side are the obliques.
Remember one thing: Training the obliques will make your waistline wider and thicker and once that happens you are doomed in terms of getting a "Brad physique" or a slim waist. Gettiing muscle regression in postural muscles is next to impossible
No, that's the inguinal ligament.

Does the bent press hit this specific area as well?

Older strongmen have more devoloped obliques because todays bodybuilder is obsessed with maintaining a small waistline.
Bent Presses will work your obliques.
