Eeeeeeezzzz.
Nah they took me many months to learn haha. If you understand the concept you could probably learn them in a few days, but it takes forever to figure out what you're doing wrong.
Visualize a circle from the side of you to the back to the side to the front, and keep your swining leg along the edge of the circle as you swing it.

Flares are hard. I can do many as many as 15 on a good day, and I can do it to 90s(handstand spins), but it took me a long time to learn. Getting a couple of low flares may not take as long, but to get high controlled ones may take forever.
There are many keys to flares but the first I would recommend to get at least a couple of rotations is to move your hands FAST, and keep your legs spread. Fast hands mean that you reach the floor before you start to fall and lose momentum. Spread legs mean more momentum as you move from front to back and vice versa.
Also, practice with socks on linoleum or another smooth surface. You can then "cheat" by letting your legs sweep the floor as you go around. This is very helpful since 70% of the flare is about understanding the movement.
Another important part is to always remember to LIFT your legs at the sides(when going to the back or to the front). Pulling the leg towards the face is what keeps your legs from slamming into the floor.
Work your flexibillity and handstand/planche/v-sit strength as well and you will be much better off.
Some pointers at least, hope it helps...

My friend says it took him 6 months to get it. I just cannot understand what and how it could take that long.
