Basically TKD has a lot of hopping around, and hopping on 1 foot, and stepping in different directions, so yes, it builds your feet muscles. So does running, and jump rope, and tricking, and anything where your feet do things.

If you can add weight to yourself through ankle weights or a vest or held weights (stuff like squatting is good) these can all build the feets too. I think there's something special about unilateral exercises.

Read an anatomy book. Yes, many of the important muscles in the feet do extend above the ankle though. There's got to be some just within the feet though, there's just got to. Regardless, the guy didn't say that 'feet muscles' were muscles only in the feet, just muscles that affect the feet, which there are. Maybe you weren't saying that though.
