This is not an easy skill to learn. It will take significant time.
What do you want flexibility for? Just this?
Read Juji's flexibility section to begin with. If you want this level of flexibility, you'll need a decent level of knowledge. We can't just say "do this, this often" because you will almost certainly stretch incorrectly and wind up with an injury or other permanent problem.

Static-active mainly. Dynamic stretches involve movement. Static-active stretches involve contraction of antagonist muscles to hold a stretched position. Follow Juji's stretching advice closely. Achieving this level of flexibility is quite difficult and can be dangerous if you approach it incorrectly.

I believe this is called a manna in gymnastics. It's a C skill. For comparison, the v-sit is a B skill and a prerequisite for it. V-sits are pretty damn hard. Mannas are a lofty goal.
Flexibility through the shoulders and in the pike position is needed. Then, great strength through the upper body, abs, and hip flexors.
