When you have a 40inch vert. there isn't a whole lot you can do to make it much better. So going by that, the exercise you linked probably won't increase his vertical leap any further.
But someone who is not conditioned could make significant gains using that exercise (maybe not as their only method of training, but it could be used effectively in a program). If you want to increase your vertical leap, first increase your strength (squats in particular), then start to add plyometrics and Olympic lifting into your routine.

You guys should all order the free DVD they send out, it's a pretty interesting watch.

For the upper body pushing and pulling, the mechanism actually makes a lot of sense. The harder you go with one, the more resistance you'll get in the other, so it is like a natural balance, and there is a numerical readout to tell you how hard you're working.

The lower body one, comparatively, is a total joke, it looks like some glorified stepping machine. I don't see how any resistance will get applied to the muscles besides your own weight. It is unilateral rather than bilateral, and you don't have any pulling at all, and even if you did I don't see how it would oppose your own movement with the force you generated into the machine.

That said, it seems like something great for someone who just wants upper, but wouldn't compare to stuff like squats for lower body, although even with just bodyweight, stepups with a large RoM are a nice exercise.
