The belt is to keep the shirt in place, as he's not doing a raw bench press, he's doing a shirted one.
They have a big arch in their back to limit range of motion required to complete the bench. That enables them to use more weight.
The board presses are meant to stress the triceps and work on lockout strength, which primarily is important for shirted lifters.
