You need to be warmed up before stretching. Always.

20 minutes of static bike would help?

Because in about 2 hours I am going jogging and I donīt really know if I should do the flexibility exercise before or after joggin

Warm up, stretch a little bit, jog, stretch more. Eat.

Dynamic stretching is considered a warm up, so do it before running.

So I can do the dinamic stretching when I wake up like its says in the flexibility informacion(I mean starting of slowly then increise bit by bit)

Do, in this order:
Easy and thorough joint rotations, brief and light aerobic activity (like a jog), dynamic stretches, then your normal running. Follow the run with static stretches.
Note that if you're running competitively, you don't need (or want) a large range of motion. But you should ask in the conditioning forum if that's the case anyway.

You can use light dynamic stretching as a warmup for running, and the running can also be a warmup for more intense dynamic stretching (though at the same time, it can exhaust you and tighten some muscles to make it harder).
