Default massive weight loss

if i wanted to lose weight- just weight my abundance of lean upper body mass is fair game but not my sexy legs(i'm a cyclist and i'm looking to increase my power to weight ratio) if i lowered my protein would my arms be catabolised to feed my legs(i don't use them anymore but my legs are in use a good 3 to 6 hours a day)

So in other words you want to lose weight in your upper body? If you want a higher power ratio then you will probably have to lose weight but don't lose it in protein, lose it in carbohydrates or something. Then just work your legs out more than your upper body.

Yeah losing muscle mass isn't really a hard thing, it basically happens on it's own.

Training hard with muscles that you like keeping might help accelerate it due to taking up protein that might be used to do maintenance on the muscles you want to lose.
